Iowa Homeschool Law: Iowa Code Chapter 299A

Iowa gives families five options. Independent Private Instruction (IPI) and the Opt-Out option require no filing unless the superintendent or Iowa Department of Education makes a written request for basic information. The three Competent Private Instruction (CPI) options are filed with your local school district, partially completed within 14 days of starting and fully completed within 30 days, and must state a minimum of 148 instructional days and your course of study.

Testing is not required for IPI or Opt-Out. Under CPI with Annual Assessment, an assessment is conducted by May 31 and submitted to the school system by August 1, with acceptable options including standardized test scores above the 30th percentile, an accredited-school report card, or teacher portfolio review.

Pick your path deliberately: IPI is the most hands-off option (no filing, no testing) but requires you to affirmatively decline supervision each year on your own initiative. Review all five options with an Iowa homeschool group before choosing, since requirements differ meaningfully between them.

Iowa’s “4-3-3-3” Public-School Benchmark

Iowa homeschoolers under Chapter 299A aren’t required to follow the public/accredited-school credit minimum, but Iowa Code §256.7(26) sets a 26-credit “4-3-3-3” model many families use as a benchmark.

Required Transcript Elements

Use this checklist when building your Iowa homeschool transcript:

  • Student information
    Full legal name, date of birth, address
  • Private instruction program name
    The name of your home program
  • Courses organized by year
    Group by grade (9th, 10th, 11th, 12th) or academic year
  • Grades and grade points
    Letter grade and numeric grade point value; include your grading scale
  • Credits per course
    Full-year course = 1.0 credit; semester course = 0.5 credit (Carnegie Unit)
  • Cumulative GPA, weighted and unweighted
    Include the scale (e.g., A = 4.0; Honors +0.5; AP/dual-enrollment +1.0)
  • Total credits earned
  • Graduation date
  • Parent signature and title
    Sign as “Administrator” or “Supervisor” of your home program

GPA Calculation

GPA is calculated the same way in every state: multiply each course’s grade points by its credit value, sum all products, and divide by total credits. The standard 4.0 scale applies to most courses. Honors courses typically add 0.5 points; AP and dual-enrollment courses add 1.0 point for a weighted GPA.

Always report both weighted and unweighted GPA on your transcript, clearly labeled. Include your complete grading scale (e.g., A = 93–100 = 4.0) so admissions reviewers understand exactly how grades were assigned.

Common Mistakes

  • 1
    Missing the 14/30-day CPI filing windows
    If you’re on a CPI option, the partial and full filing deadlines are tight, 14 and 30 days respectively. Mark both on your calendar the day you decide to homeschool.

    Missing the May 31/August 1 assessment window
    CPI with Annual Assessment has two separate deadlines: complete the assessment by May 31, submit it by August 1. Missing either can affect your compliance status.

    Not confirming which of the 5 options you’re actually on
    Requirements differ significantly across IPI, Opt-Out, and the three CPI variants. Confirm your specific option before assuming a deadline or testing rule applies to you.
