Utah Homeschool Law: Annual Declaration of Intent

Utah homeschool law is governed by Utah Code § 53G-6-204. Before the school year begins, parents must file a Declaration of Intent to Home School with their local school board. This filing is annual, it must be submitted before each new school year, not during or after instruction has begun.

Utah does not require standardized testing, portfolio submission, or curriculum review. No minimum number of instructional days is mandated by statute, though 180 days is the widely accepted benchmark that colleges and scholarship programs use when evaluating homeschool applications.

Required Elements of a Complete Utah Transcript

Use this checklist when building your transcript. Every item below should appear on the final document:

  • Student information
    Full legal name, date of birth, address
  • Home school name and parent/administrator name
    Use a consistent school name across all four years
  • Courses organized by grade year
    Group by 9th, 10th, 11th, 12th grade; include Earth Science, Biology, and Personal Finance as distinct entries
  • Letter grade and numeric grade point value
    Include your full grading scale (e.g., A = 93–100 = 4.0)
  • Credits per course
    Full-year course = 1.0 credit; semester = 0.5 credit
  • Cumulative GPA, weighted and unweighted
  • Total credits earned
  • Expected graduation date
  • Parent signature as administrator
    Sign as “Administrator” or “Principal” using your school name

GPA Calculation for Utah Homeschoolers

GPA is calculated by multiplying each course’s grade points by its credit value, summing all products, and dividing by total credits. The standard 4.0 scale applies to most courses. Honors courses add 0.5 points and AP or dual enrollment courses add 1.0 point for a weighted GPA.

Include both weighted and unweighted GPA on your transcript, clearly labeled. Include your full grading scale. University of Utah and BYU both have homeschool applicant review processes, the transcript and standardized test scores (SAT/ACT) work together. Plan for at least one test attempt in 10th or 11th grade.

Common Mistakes Utah Homeschoolers Make

These are the three most common compliance and transcript errors Utah homeschool families encounter:

    Utah law requires the Declaration be filed before the school year begins, not at the start of the year or partway through it. File in late summer before instruction resumes. Contact your local school board at the end of the previous school year to get the form and confirm the deadline.

    Missing Earth Science or completing only one of the two required sciences
    Utah’s diploma framework explicitly requires both Earth Science and Biology in the science sequence, not just any two sciences. Families using generic curriculum plans often satisfy science with Biology and Chemistry, missing Earth Science entirely. Track each science course as a distinct entry and confirm both are present before senior year.

    Omitting Personal Finance as a required course
    Personal Finance is an explicit 0.5-credit requirement in Utah’s diploma model, it is not covered by Health or electives. Many families using national templates miss it entirely.
